  本论文从西安“城中村”的实际着手，依据西安市总体规划，对西安“城中村”的用地、建设、产业结构及市政交通公用设施现状进行分析，来确定西安“城中村”改造规划的人均建设用地适用指标、人均居住用地适用指标、人均集体经济发展用地适用指标、人均开发用地适用指标及人均居住建筑面积适用指标，并对西安“城中村”的改造提出了相应的整治措施。
